Statewide Comprehensive Outdoor Recreation Plan Resources
What's SCORP?
A SCORP is a five-year plan guiding public outdoor recreation in a state. It identifies needs, sets funding priorities, and keeps states eligible for Land and Water Conservation Fund (LWCF) grants.
SCORP Community of Practice
The quarterly SCORP Community of Practice (CoP) meetings are a chance for SCORP planners, administrators, consultants, and implementers to share successes, challenges, and resources. Each session will feature an update from the NPS, a state SCORP story, and an opportunity for questions and discussion. Free to attend!
Want to be a part of the SCORP community of practice? Fill out this brief Google form to let us know what you're interested in discussing with other SCORP planners!
Our Community of Practice calls are held quarterly on Wednesdays at 3pm ET / 2pm CT / 1pm MT / 12pm PT.

SCORP Comparison Report
The Confluence of States and Society of Outdoor Recreation Professionals released the first-ever Statewide Comprehensive Outdoor Recreation Plan (SCORP) Comparison Report. This report compares SCORPs to each other, shares differences and/or similarities, and raises the visibility of each plan's impact on a community. SCORPs are critical for ensuring the availability and sustainability of outdoor recreation resources. This report is for members of the outdoor recreation community including SCORP leaders who want to learn what other states are doing.

SCORP Workshop
The March 2023 SCORP Workshop explored best practices and lessons learned for SCORP data collection and analysis, planning, and communication. The workshop outcomes include a summary document entitled Resources for Effective Statewide Comprehensive Outdoor Recreation Plans and a SCORP webinar series.

Land and Water Conservation Fund (LWCF)
LWCF Coalition Land and Water Conservation Fund Project Toolkit is a resource dedicated to educating stakeholders, lawmakers, and the general public on LWCF’s 10 sub-programs.

The PlayCORE and NASORLO LWCF Resource Hub provides training and resources for applying for LWCF grants.

National Association of State Outdoor Recreation Liaison Officers
The National Association of State Outdoor Recreation Liaison Officers (NASORLO) is an organization that represents the states and territories and is a liaison to the National Park Service in the administration of the Land and Water Conservation Fund in funding outdoor recreation at the state and local government level. The LWCF is intended to create and maintain a nationwide legacy of high quality recreation areas and facilities and to stimulate non-federal investments in the protection and maintenance of recreation resources across the United States.

National Park Service LWCF Handbook
This manual sets forth the administrative procedures and requirements for Land and Water Conservation Fund (LWCF) federal assistance (Catalog of Federal Domestic Assistance #15.916) to the States by the U.S. Department of the Interior (DOI), National Park Service (NPS). It supersedes the program's existing administrative procedures as detailed in the LWCF State Assistance Program Federal Financial Assistance Manual (Volume 70) and is intended to serve as a basic reference for those who are engaged in the administrative, financial management and stewardship responsibilities of the LWCF State Assistance Program.
